CARES Act Institutional Funds Quarterly Report

On April 21, 2020, Simpson College applied for funding under section 18004(a)(1) and 18004(c) of the CARES Act, which authorizes the Secretary of Education to allocate $726,525.00 (equal to 50 percent of the total amount authorized under section 18004(a)(1) of the CARES Act) to cover any institutional cost associated with significant changes to the delivery of instruction due to the coronavirus. 

Simpson College received the institutional portion of the funding on May 4th, 2020. In accordance with the purposes authorized in Section 18004(c) of the CARES Act, these funds were used to offset costs related to refunds made to students for housing, food, or other services that could not longer be provided due to the coronavirus.

Simpson college had provided a total refund to students of $1,146,411.25 – a total of $527,293.10 in room refunds to 843 students, and a total of $619,118.15 in board refunds to 819 students. Room refunds were calculated using a contract end date of March 31, 2020 and board refunds were calculated using a contract end date of March 13, 2020.  Information was announced on March 27, 2020 through an email from the President’s office.  Students with a resulting credit balance had the option to receive a check or have the credit balance held on their account to be applied against future charges.  Credit were applied and refund checks were issued in April, 2020.

CARES Act Student Funding

WHAT WE DO KNOW:  The CARES Act funds are for the sole and exclusive purpose of providing emergency financial aid grants to students for their EXPENSES related to the disruption of campus operations due to coronavirus, such as food, housing, course materials, technology, health care, and child-care expenses. It is only available to Federal Title IV eligible students. Students who were enrolled exclusively online on March 13, 2020 are NOT eligible according to the federal government.
 
The language above is taken directly from the grant agreement. Funds are for EXPENSES incurred DUE TO THE DISRUPTION OF CAMPUS OPERATIONS and not income lost. Simpson students will need to complete a short application to be considered for CARES funding. This application will be delivered through the SC Connect portal and it will be a web-based application.
